Director of Resources
Thank you for your interest in the Director of Resources position at Hertfordshire County Council. This role is pivotal to the ongoing success of the Council.
This is an exciting time to be joining the Council. Our recent Corporate Peer Challenge concluded that we are a strong and well managed council that is facing a number of important strategic opportunities and challenges. As I prepare to take up post as the Council’s new Chief Executive, I am working closely with the Leader and all councillors, staff and partners to plan a dynamic approach to these opportunities.
These include demonstrating strong leadership of place to respond to the extensive housing and economic growth likely over the next 15 years, increasing our engagement and collaboration with partners and other stakeholders around health and social care and ramping up our approach to the transformation activities necessary to live within our financial means and to enable modern and productive ways of working.
The Director of Resources will play a vital leadership role as part of this agenda with three broad areas of senior responsibility. Firstly, with operational demands and demographic trends increasing and resources decreasing, leading our work to ensure financial sustainability over the medium term will be a core part of the role. As a qualified accountant, this role includes statutory responsibilities as the council’s section 151 officer, both for the council, and Hertfordshire’s Local Enterprise Partnership.
Secondly, the Director of Resources will drive and co-ordinate our ambitious and wide-ranging transformation programmes. Our peer review encouraged us to adopt a more collective and corporate approach to delivering change. This role will provide strong leadership to inspire and empower these changes and convey a clear narrative for staff to help gain buy in and participation across the council.
Thirdly, this role has leadership responsibility for the portfolio of enabling corporate and support services including Finance, HR, Property, Technology and Legal Services. the successful candidate will be responsible for the management of some council commercial operations.

The ability and personal credibility to work effectively in a political environment, with all councillors and a wide range of stakeholders, external partners and other public sector bodies will also be essential.
